Starting from release 6, you can now have a VoiceXML gateway that supports Skype.

Using Voicent Gateway, a VoiceXML gateway, and Voicent IVR Studio, a graphical user interface for developing VoiceXML applications, you can develop Skype-based interactive phone applications with ease. For example, the existing IVR sample applications, such as music on hold, voicemail, voicemail to email, auto attendent, should all be working for Skype.

You could also mix Skype with voice modems to increase the call capacity. But whether it is Skype or voice modem, it is taken care of by the gateway. Your application simply treat them the same as a phone line.
