Dial programmed sequence

We have a small broadcast application where we have to make short pre-recorded announcements to groups of 15-20 people who each have up to 4 stored contact numbers (office, cell, etc). In order to place each call the auto-dialer must perform a programmed sequence that includes:

Dial 9
Dial 1
Dial 10-digit 800 number.
Pause
Enter a 12-digit pin
Pause
Dial the destination 10-digit number

This looks like a phone system that is using a calling card, where you must enter certain numbers in order to dialout.
