Email triggered phone call

I am looking for a system that can make a phone call to a defined destination (e.g. knwon mobile number) and that uses an email alert generated from our system to trigger the phone call. For example if there is a failure on our platform then our system would generate an alert and send it to a monitored mailbox which would be the trigger for a phone call to be made. can you let me know if your system is able to support this or something similar.
